You can google for them, theres all kinds online where people have scaned screen tones. [link] is a pretty good free app for working in a photoshop esque environment. Not as powerful as even elements is but it is free, and the gui doesn't suck like the gimp.
Manga studio also is good for working with screen tones. I think thats what my friend Svet and Dee used on Dramacon. They said thats what most of the tokyopop artists they knew were using at this point.
